As previously advertized, Nils Brunsson (Uppsala University), Héloïse Berkowitz (CNRS TSM Research) and Sanne Bor (Hanken School of Economics) will be hosting a sub-theme entitled "the Intricacies of Meta-Organizations" on all forms of collective action among organizations. The objective of the subtheme is to develop new insights on meta-organizations and meta-organizing, to create and strengthen the basis for theorizing this kind of organization and organizing process. We also aim to connect meta-organization scholarship with other literatures, from trade association to inter-organizational relations. You can find below a provisional call for papers. More information on submissions are available on EGOS website from September 2018 onwards. Deadline for submissions will be around the first half of January 2019. Paris, 1st March 2018, http://www2.cnrs.fr/en/3065.htm Crowdlending : anatomy of a successful strategy Risk taking, cooperation and competition are the ingredients for entrepreneurial success, which CNRS and ESCP Europe researchers1 have been looking into. They have decoded the strategy for conquering a new market space – crowdlending – initiated between 2014 and 2016 by an entrepreneur, who created a competition-free niche while contributing to implementing long-term regulations on crowdlending in France. This two-tiered strategy could serve for other emerging sectors, such as cryptocurrencies. This work was published on March 1, 2018 in Gérer et Comprendre. Crowdlending is participation in peer-to-peer financing that allows individuals to directly finance projects or companies by means of interest-bearing loans. Crowdfunding appeared at the start of the 2010s and developed quickly via Internet platforms. In 2017, it represented more than 190 million euros of loans to companies in France. However, launching a crowdlending platform has not always been easy, which is why researchers have looked into which strategies an entrepreneur could implement to create an innovative business model for the existing parties, i.e. banks, and for their future competitors (other platforms in the sector). To answer this question, the scientists conducted qualitative interviews with people working in the sector and analyzed the specific case of a crowdlending pioneer who had managed to innovate in two ways. Firstly, he created a niche where he was the only market option, from the end of 2013 to 2016, which meant he could bypass the existing banking monopoly. Secondly, he helped to establish regulations that now “protect” all crowdlending companies and boosted the development of this market in France. His strategy benefited both his company and the entire sector. This strategy was implemented in three stages. The first consisted in bypassing the banking monopoly on his platform using “cash vouchers,” a tool dating from 1937 that had long been forgotten. This allows personal loans to be made without going through a bank. Secondly, by collaborating with future competitors, the public authorities and the sector's regulators2, the entrepreneur contributed to the development of long-term crowdlending regulations in France. This collaboration relies on the creation of a meta-organization3 called “Financement Participatif France” (FPF), which sought to define the status of “Intermédiaire en Financement Participatif” (IFP, or “crowdlending financing intermediary”) that regulates this new market. In the course of his activity, the entrepreneur nevertheless continued to use the cash vouchers rather than this new status, which is not compulsory and is more restrictive than the cash vouchers. He therefore remained the only party to use this resource for three years until a new law put an end to his strategy, in a third and final stage. This is the first time that researchers have observed the success of such a “coopetition” strategy, i.e. an approach based around simultaneous competition and cooperation, in a new sector with high barriers to entry, initially without its own regulations and bypassing a long-established, highly regulated industry. This collaboration strategy between market regulator and platforms via a meta-organization is also the avenue being explored by another, still ill-defined sector: cryptocurrencies. Organizations of Organizations – calling for cross-literature insights Track organizers: Sanne Bor (Hanken School of Economics and Vaasa University) Héloïse Berkowitz (CNRS UMR 5303, Toulouse School of Management-Research and Institut Barcelona d’Estudis Internacionals) Organizations of organizations, such as meta-organizations, multi-partner alliances, consortia, trade associations, business associations, formalized networks, and coalitions, are an important phenomenon in contemporary society. They contribute, among other things, to the creation of standards, the self-steering of industries, sharing of R&D and other major costs, and coordination within and across sectors. These organizations exist in all domains and every single organization – firms, NGOs, universities – is a member of at least one other organization, in a form or another. More often than not, organizations belong to several different ones. This widespread phenomenon has attracted attention in several literatures from organization studies to strategic management, resulting in a variety of terms being used. The phenomenon itself, i.e. the organization of organizations, however, is not the focus of any literature. This results in a fragmented conceptual understanding and independent, non-inclusive theory developments in silos (Cropper, Ebers, Huxham, & Ring, 2008, 2011). Berkowitz and Bor (2017) recently called for a collaborative effort to strengthen the theoretical basis for understanding these organizations by bringing together these different streams of literature. With this track, we aim to put this call into action. Organizing practices at the collective level of firms and entrepreneurs, i.e. ‘meta-organizing’, is a necessity for the development and diffusion of sustainable innovations. This paper seeks to build a meta-organization approach of sustainable innovation’s governance. To do so, we conducted a three-stage literature review and analysis to 1) identify organizational capabilities that businesses need to acquire to develop sustainable innovations, 2) uncover attributes of meta-organizations as devices for governance, 3) relate these attributes to the capabilities for sustainable innovations. Our contributions are twofold: first we build a more comprehensive understanding of organizational capabilities, insisting on the overlooked importance of accountability, in addition to existing literature on anticipation, resilience, reflexivity, responsiveness and inclusion. Second, we highlight the key role of meta-organizations in facilitating the meta-governance of these capabilities. We propose a research agenda to further investigate these issues in several families of meta-organizations. Voici les résumés anglais et français de notre article: Comment assurer la réussite d’une fabrique plurielle d’une politique publique dans un secteur émergent comme le financement participatif ou crowdfunding ? À travers une étude de cas approfondie, cet article revient sur la place des plateformes de crowdfunding dans le réseau d’acteurs cherchant à influencer la régulation, c’est-à-dire le policy network du crowdfunding. La méthodologie s’appuie sur des documents juridiques et trente-et-un entretiens pour reconstituer les séquences stratégiques de cette co-construction et les dialogues implicites entre des acteurs publics et privés hétérogènes. Nous montrons le passage d’un mouvement collectif informel de plateformes à une méta-organisation sectorielle forte, légitime et crédible qui contribue à la gouvernance sectorielle en gérant la pluralité des acteurs et en servant d’intermédiaire de négociation. En entrepreneur institutionnel, la méta-organisation vient compléter le policy network émergent, et conditionne la réussite de la co-construction des politiques publiques dans un secteur nouveau. Cet article contribue à développer la notion de « vide organisationnel » dans un policy network émergent, i.e. l’absence d’un intermédiaire organisé, et à montrer comment peut se structurer en réponse, une méta-organisation. How to ensure successful multi-stakeholder public policy making in an emerging sector such as crowdfunding? Through an in-depth case study, this article analyses the role crowdfunding platforms played in the network of actors seeking to shape their regulation, i.e. the crowdfunding policy network. Thanks to legal documents and thirty-one interviews, we reconstituted both the strategic sequences of this co-construction of the regulation and implicit dialogues among heterogeneous public and private actors. We show that collective action among platforms moved from an informal network to a strong, legitimate and credible sectoral meta-organization. This meta-organization contributed to the sectoral governance of crowdfunding by managing the plurality of actors involved and acting as an intermediary for negotiation. As an institutional entrepreneur, the meta-organization complemented the emerging policy network and conditioned the successful co-construction of the regulation of a new sector. This article contributes to the definition of an "organizational gap" in a policy network, i.e. lack of structured intermediary. It also shows how a meta-organization can be structured to fill this gap. |
